Yes ring Tier 3, I've never seen something like this, its not Sky's fault, its BT they have intentionally capped you at a speed you'd expect to see on a line thats over 6 miles long!!! From your stats your line isn't even a mile long and you should get 8mbps and 16mbps if you where on Sky Max.

Dont give up, just speak to tier 3 and i'm sure after a few days of them presuring BT it should shoot upto 8mbps.
