Your downstream sync is a little low (expect ~7750kbps @ 46db) and this is probably due to the remarkably high noise margin your router has negotiated.
Have you done something to adjust the NM or is this normal (in which case your speed has been capped)?
Your download speed is also a little low for your connection speed.

I was having problems with my netgear router so I put my linksys on and my speeds went up by 200k but my noise went up. I used to get a nise margin of 11db on my netgear. Also my downstream rate on the netgear was around the same.

You're on Connect.
Connect uses an exchange based rate adaption method whereby your line is tested over an initial 10 day period and a Maximum Stable Rate is determined. Whilst an attenuation of 46db gives you a theoretical maximum speed of ~7750kbps this is dependent on other line conditions, predominantly noise.
If you have noise on your line above a certain threshold then you will not get the theoretical maximum speed.
Plug your router into you test socket (behind the faceplate of your master socket - assuming you have an NTE5). That will show you the best connection your line is capable of. If the connection improves then you need to fit a replacement filtered faceplate. If it doesn't then this either means your line has noise somewhere between you and the exchange or Connect has fixed you at this speed.
In any event, your connection speed is well above the threshold that BT would set for your connection so there is no point getting on to Sky as they can do nothing for you. Any improvements are down to you.
The shortfall you are seeing between connection speed and download speed may be caused by a number of things e.g. a wireless connection, incorrect TCP/IP settings, server load.
