I have had the max package for about a month now, I have only ever been able to receive on average about 2.4mbs, quite a difference from the supposed 16mbs.
I have read of people ringing sky and having there lne capped, if I did this would it improve my speed in any way.

tier 3 have the powers to login to an exchange and up or lower the speed, depends alot on the copper wire going into your house, phone sky and ask in the offered whats dsl say, if its above what your router status page shows, then yes they can up the speed

you could just be too far from the exchange

Capping the line is done where the line conditions are very poor e.g. noisy. It's not done for a just a long line. All that would achieve is an even lower connection speed.
