      speed and noise

      These are my stats

      ADSL Link Downstream Upstream
Connection Speed 13873 kbps 766 kbps
Line Attenuation 30.5 db 16.9 db
Noise Margin 6.6 db 11.5 db

but http://www.speedtest.bbmax.co.uk gives a max if 4mb download and 700kb upload. Is this because of the line attenuation and noise margin.

      No.

Your attenuation is good - your noise margin is fine.

Read this, make the changes and try again:

I doubt this is the entire answer but it's a start.
