You have a very long line, in other words you are a long way from your telephone exchange.

With the attenuation of the line around 70db, you could expect 1-2Mbps.

Find your master socket, unscrew the faceplate plug your router into the test socket and post the stats you get.

Ummm, not looking good.
Plug a phone into the test socket and listen to the dial tone, if there are any pops crackles etc. get on to BT, but do not mention that its an internet problem as they will simply throw you back to Sky.
