Sky do monitor the box to see if it is plugged into a telephone line this service was slow to take off but is activily up and running now. If the box is not plugged in or the telephone number is withheld then the customer goes into what's called CLI violation and the first letter advising you about the telephone is isssued, six weeks later if no callback is recieved from the box a second letter goes out , I think then a third letter is sent and then a hugh bill drops through the door with CLI charges on it. They also have a callout team that will call customers to enlighten them that their box is not calling back and then take the customer through a list of checks to get the matter resolved.
hope this was helpfull.
cheers.
