If it is wireless, set up a wireless access list for the devices you do want to connect. No other wireless device will be able to connect. Should say it is not entirely impossible, but difficult as the other device would have to spoof the MAC of an allowed device. If it is ethernet, just unplug it.

I want to block it at certain times.
That's a bit more complicated. You can set up the Access list by going to the wireless tab in the router settings and click the 'Set up access list' button.

To block particular device at set times you would have to set up Firewall rules working to a schedule. You can either Block or Allow by schedule. To be successful you have to give the device you want to block a fixed address and use this in the Services list. Unfortunately if the user is PC savvy they could give their device a fixed address to bypass the block. The only way around this is to block a range of addresses, giving the devices you don't want to block, addresses outside the blocked range. For example, if you have 5 devices you want to give access at all times, give them addresses 192.168.0.2 to 6 then block addresses 192.168.0.7 to 254 according to the schedule.
