tbh, att. shouldn't change so might be a line issue....it would appear you've been capped tho

isit is there a way to tell at what speed i have been capped?

Also i've noticed that the Line ATT does vary but nothing to do with the line..its the router stats...at the moment is saying i've got an ATT of 15DB after a refresh it goes back to 57DB.

Yes, reset the target noise margin to 7dB and see what speed the router connects at. The "rate" value in the detailed stats should be pretty close to the "max" value. If it's a lot lower than the "max" value then you've been capped and the "rate" value indicates the speed that you've been capped at.
