This has been in the Sky TV, Sky+, Sky+HD, multiroom, broadband, Skytalk and skytalk line rental terms and conditions since January 2009. (Probably a bit earlier for the TV parts.)
It has just recently been starting (poor english - I know!) to be enforced on the TV parts and is due to be extended to the phone and broadband contracts "soon".
I'm sure I posted that info somewhere before (maybe was DS) anyway sky have obviously decided that they were losing money by not having contracts and people cancelling early. This won't affect most customers only those who SYSCAN in the first year and never restart their contract. Or those who break the initial contract and move elsewhere without sufficient reason ie. prolonged technical difficulties.

Am I reading this right? If when I'm out of contract, I want to go to Virgin cable BB I will have to pay Sky to terminate??

No because Sky do not charge (yet) for cancelling your broadband.
