Recent drop outs, lowered speed. Weather? FTTC Upgrade? Faulty Line?

Over the past few weeks I've had 5+ drop outs of my broadband.
My usual synch rate is 11-12000 Kbps and 1100 Kbps Upload with download margin between 5-7 and no problems.
Recently there have been new roadside cabinets being installed because our local exchange and town is undergoing an FTTC upgrade.
When I reset my router it takes between 45 seconds > 1 minute to synch and it synchs to the above stats.
The first time this happened its stayed like it for about 3-4 days, and as now it has been 3 days at the above stats after mulitple restarts.

Is this a fault on Skys end? Could it be a hardware problem on my end? Is is known for problems like this during FTTC upgrades.
Any suggestions on next steps would be appreciated.

There is a lot of evidence where other members have had their connection speeds drop when Fibre has been installed locally.
My own speeds dropped this weekend too:
Broadband Link Downstream Upstream Connection Speed 17022 kbps 1161 kbps Line Attenuation 18.0 dB 10.1 dB Noise Margin 6.3 dB 8.8 dB
I am hoping that it is something else, not Fibre. Annoyingly I still don't have any Fibre cabinets near where I live, yet the rest of the area is having theirs installed or they are live.

Well I've actually seen one put down my street, the old one is still there, so I'm guessing it's not active yet? Do they remove the old one after they have finished?

The new cabinet contains all the Fibre connections. These are linked to the original street cabinet and your VDSL signal is passed over the copper cable from here to your home.
So for now both cabinets will remain in place.

Have you asked Sky to either re-run DLM on your line or configure it manually? You look like you have the potential for much more speed, so you should do so.
Engineers working in cabinets have been known to unwittingly disturb other lines and cause problems. DLM may have kicked in and reduced your speed and failed to restore it when the problem was cleared.

I've been in contact with Sky, they did a line test and found no faults. They have passed it on to the engineers.

They should have configured your line and restarted DLM. Give them a ring and ask them to do that.

My local exchange says its enabled for FTTC, and is taking orders, but when I do a test on both Sky and BT for Fibre its says unavailable? are these up to date and accurate when the exchange is newly updated? Anyway to find out if my street cab is enabled etc? Any advice thanks.

Openreach - Superfast fibre broadband - Where and when
The only way to know for sure is to walk to your cabinet, find the fibre cabinet it is connected too and listen to it. If you hear a humming sound coming from it, it is active and probably accepting orders. If it is silent it is not yet fully enabled.
Even if it is available it could be a long time before you can get connected, some are being quoted dates near the end of January.
You would be better getting your ADSL up to speed in the meantime.

It is taking orders, all the premises around my street can order a Fibre package, except my street and friends adjacent street, just confused on how I can be surrounded by houses able to get fibre and I can't yet.
