1-3db is OK as it means it is set to 3 and can go down a bit without causing any problems. Set to 1db it can only go 0.x or negative which means the noise on the line is exceeding the broadband signal, so it drops or slows the connection down.

Note - When downloading always select the Custom install or you will end up with stuff you don't want.

Well I was syncing at 10.2 and was downloading files at 1MB so all good me thinks. My SNR now is about 1.8DB.
Rebooted the router tho after it being at 10 for a day or so and it went right back to this speed of 7611.

The beauty of DLM is that it will adjust your line so that it thinks it is at the best stable speed that your line can cope with.
By artificially adjusting the speed with your own router you have pushed the connection settings and DLM has compensated as a result.
It sounds like it can see something which can't be seen with your router.
