Really Slow Speeds
I am on the Sky Connect package and I know speeds are capped at 5PM to 12AM but recently the speeds have dropped right down to the point I would be better off with Dial-up. I ran the BT Speed test thing and got the following,
Download speedachieved during the test was - 0.13 Mbps
For your connection, the acceptable range of speeds is 0.6 Mbps-7.15 Mbps.
Additional Information:
Your DSL Connection Rate :8.13 Mbps(DOWN-STREAM), 0.45 Mbps(UP-STREAM)
IP Profile for your line is - 7.15 Mbps
ADSL Link Downstream Upstream Connection Speed 8128 kbps 448 kbps Line Attenuation 16.0 db 7.0 db Noise Margin 9.1 db 24.0 db

You are currently getting the full speed on Sky Connect. The information on the My sky page can be misleading at times, but it should not advise you to expect more than you have.
Connect is based on ADSL speeds, not ADSL2 or ADSL2+.
If your exchange were to have Sky's kit installed, you should expect to get similar connection speeds to my own. This is based on the fact that your current Noise Margin (16dbB) will rise by about 2 or 3dB when moving to ADSL2+ and my Line attenuation has been between 17dB and 18dB with different Sky routers.

Switch providers, provided that your exchange has either a LLU provider with their equipment installed or BTO's 21CN kit present.
Sky are in the process of upgrading more exchanges and intend to get a larger percentage of the UK population by June 2013. They do not make it public which exchanges are being upgraded though so there is no firm way to be sure that yours will be done or when.

What is your speed like outside the peak times? It looks like you are being throttled, which can be because you have exceeded your download limit or simply that the exchange is congested. Although you have a 40Gb limit if you exceed 1.2-3 Gb in any one day you will be throttled. This is easy to do, especially if you use Anytime+. As Scubbie says, look for an LLU provider on your exchange or go to a provider who does not throttle so severely.
