I have posted a question on the Netgear forums to see if someone ca provide more information regarding the abilities of the Parental controls the OpenDNS provides for the Netgear routers.
Personally for the sake of £7.50 per month (+ Line rental if he doesn't have a land line) I would encourage your neighbour to consider getting his own broadband connection. I appreciate that finances may be difficult for some though.

Many routers have a QoS function enabling you to limit bandwidth by IP address.
My Netgear DGN2000 & Billion 7800N both have this & whilst they work differently they do give you some control.

The QoS on my DGN2000 was only limited to prioritising traffic, not limiting it.
From experience, it my connection was busy, video streaming which had been given the highest priority would struggle and I would have to throttle say the torrents. This reaction is also true with other routers I have used.

Couldn't really remember how the Netgear did it but the Billion does it by priority OR % of the bandwidth which could be useful, albeit an expensive solution.
