During these times I also experience massive packet loss -web pages will take minutes to load (if at all).
I spoke to Sky support and got put through to Tier 2 after a couple of tries... Tier 2 test showed no problems but the tech understood everything I said and has refered my case to the "Network operations centre/team" what ever that is!
Hoping they get it fixed. I'll attach a chart of my connection at a later point.

Been seeing this issue quite a lot recently in CST. Replacement routers and Openreach engineers will not resolve the issue. I suspect network/backhaul issues, but nothing has been identified so far.
