Also, having checked again just now, it looks like the broadband has settled back to where it started (even with the phone base unit off). Its a head scratcher! I will get a corded phone tomorrow and give it a shot with the router on all the same and see where that gets me.
Current stats (no base unit):

Hmm. Apologies if you already covered this, but is the noise audible on the phone if you plug just the phone direct into the master socket? Or is it just noisy when the router is connected with the filter?

Okay, so I just unplugged the microfilter and plugged in the phone. Clear as a bell. Note that the router was still switched on and the wifi still connected to 3 devices- only the connection to the phone line was severed.
Ive now unplugged the phone and Plugged the broadband back in and I've now got 2.5mb download and the noise has dropped on the line to 7.3 /9.0db respectively. The noise is increasing with each refresh of the stats though and is already up to 12db for each.
Man am I confused!

The noise margin figure is the ones that seems least stable. It's now showing as 6.3/9.1 and the connection speed hasn't changed. Still the base unit isn't plugged into power or the wall, so we should be able to rule out the phone as the cause of the problem?

Yeah, I'm pretty much guess working at the moment as well.
Ruled out:
PSTN issue - no noise with just the phone.
Filters - you've tried 3.
Base unit - pretty much seeing as the router is still showing issues with it turned off.
As the fella said earlier, if you can get hold of another router possibly and test with that. Only thing that I can think of after that is the old wiring/socket or a line fault.

I will pursue sky to go after the line fault, try a better quality filter (all three I have don't look too great and came with ISP packs) and try a corded phone just to make sure. Not sure how I can get a new router out of sky though, I will see if I can get a new power pack from somewhere nd try it.
