Re: Message Heading
You have set the security levels for Internet Explorer too high.
Click: Tools > Internet Options > Security
Check the settings there. Also check the Privacy and Content tabs.

Re: Message Heading
Perhaps in fairness to yourself, this might be an occasion to suggest that you should consider finding a local PC shop to get some help?
There are a few other things that could easily cause this kind of error to appear that I have in mind. These include a firewall being incorrectly set up or perhaps two firewalls being installed. Also it is possible that someone has enabled the Parental Controls or installed some additional Parental Control software.

Re: Message Heading
Hi scubbie this will probably make you laugh but a while ago I posted about the message at the top of the website that I went on saying about to protect your security Internet Explorer. All that I did was alter the time and the date for that day and synchronised with the Internet time server. Funny yeah

Re: Message Heading
If Windows is constantly loosing the time when you start up, then it probably needs changed. Usually the POST will stop with the message that the CMOS is wrong or something like that, press F1 to proceed. If this is happening you should definitely get it changed. Changing the battery in a Desktop is usually quite easy, but laptops can be more difficult to get into.
This is a tutorial on changing the battery in a desktop - How to replace the CMOS battery.
