Yeah, under VCOP (the ofcom link above), you can cancel without penalty if the ISP can't resolve it. I can only see two other things that can be done here, both requiring another call to Sky - 1. Sky reprofiling the line. If unable to achieve the 4mbps quoted, then 2. Booking another broadband engineer visit.

That'd be for Openreach to diagnose, I guess.
Reconfiguring the line. Given your stats, I'd doubt you'd see 4mbps by reconfiguring, but it's worth a try to see how it ends up. If you've synced at 3mbps previously after someone uncapped the line, then you should be able to at least get there again hopefully.
