isitme, if i hack my white router and fix the noise margin to say 5, do you expect that i will see a improovement in sync speed or have i got my self mixed up with that

With the noise margin so low, I would be surprised if it does not drop out or reduce the actual throughput when the line gets busy. But it does prove that Sky did not lie when they said they had uncapped your line.
The low sync is due to the condition of your line.P

I would also suggest that it would be a good idea to check the detailed router stats. Take a look at the CRC errors. If this is too high, then DLM will reduce your connection.
