High latency, slow d/l speed
I normally get round about 15-16 mbps d/l and my ping's not more than 60 ms (with let's say Google). Right now I'm not getting more than 5 mbps d/l and my ping's jumped to 300 ms.
Am I being throttled? Online gaming is an absolute pain.

Are you using wireless? If so try changing the channel the router is using.
If you are not using wireless, boot into Safe Mode with Networking and do a speed test here - http://www.skyuser.co.uk/speedtester/ This will rule out software problems.
With regards your location, I would think you are on the SVBN and for some reason, with this, the usual locators do not work. If you use 'Who is' in the link below it will place you somewhere other than your actual location. It seems that the locators cannot cope with Sky's IP addressing system. I had to manually set my location in Google as it was giving me irrelevant results for my locality
It is also possible you are on one of the exchanges which are experiencing difficulties at the moment.

Mine's been acting up ever since there was an upgrade 2 weeks ago my download and upload speeds drop to under half never used to have this trouble and nothing here has changed , I'm assuming if they're doing upgrade work elsewhere , it may affect other servers etc in the chain

It is possible your exchange is one effected by low throughput. There were several like this a few months ago and the outgoing lines from the exchange were upgraded to cope. Some put this down to the introduction of Anytime+, but I am not sure if this was the real cause.
You should contact Sky and try to talk to someone who understands the problem, ie, the difference between your sync speed and download speed. I doubt if many in Tier 1 will be able to help, you will have to get through to the Customer Solutions Team and hope they can find out what is going on. It is possibly your card in the exchange which has developed a fault, which will mean shifting your connection.
