you need around 1/30 of your downstream bandwidth to be able to utilize the full speed in a reliable fashion
252 kbps x 30 = 7560kbps
thats about the max you can get out of a line with that upstream
When ntl first launched 50mbit it had 1.5mbit upstream
people where moaning as they wernt able to get the 50mbit
ntl quietly set the 50mbit config to 1.75mbit upstream
