Can the connection be capped?
Currently
DownStream Connection Speed 4793
UpStream Connection Speed 796
Anything over 4800kpbs makes my online gaming and website a laggy experience and yesterday i couldn't get it below 4900kbps it was even at 5000kbps. Is it possible to have it capped to 4600kbps?, or is something else causing it.

Your speed is already below what you should have, so there is probably a problem with your line. If you sync speed is going up you are probably on something like 8000/864 gaming profile. You could ask them to reduce your cap to something like 4096 or 4608/800 still keeping the gaming profile. I am not sure of the exact figures, but they will be something like that.
Alternately you could ask them to try your line on G.DMT I don't think there is any advantage being on ADSL2+ with the speed you have. There is a good chance it will keep your line more stable. Just emphasise that you want to stay with the low delay required for your gaming.
