With M$ Windows, you can boot up your computer in a state that doesn't load all the different drivers and many programs that would normally be loaded. In this state you can do some simple diagnostics or fix some issues with Windows, but you won't be able to run more complex programs that require the drivers that have not been loaded.
To access safe mode, reboot your computer and keep tapping <F8> until you get the Windows boot menu. You need to do this before you see the M$ Windows image.
From here you can select a suitable option. The choices will consist of something like:
- normal boot up into Windows
- safe mode
- safe mode with networking support
If you are doing an on-line speed test, then the networking support will be required.
It is very important to state at this point that some of the programs not loaded when in safe mode will be your firewall and anti-virus software. So do not browse the Internet too much. Keep to known safe websites only.

I read this on the BBC website a while back.... Government clamping down on piracy and enforcing shaping to do this, and most if not all ISP's (including Sky) are now all for it. Online gaming on the PS3 uses P2P btw. Torrents use P2P.
I need a tool like Hotspot sheild for the PS3
P.S. Who logs on at 3am in the morning with the sole intention of trolling? Mate, acquire a life.
And I'm not trolling! A lot of people are experiencing lag on console gaming with other ISP's (and it's mostly british people) because of the way console gaming works online -- using P2P to connect.Last edited by urismarine; 14-06-11 at 02:36 PM.

Sure: PC software - intermediate, am applications software developer but when it comes to systems software I am no enthusiast and acquire knowledge on a need to know basis
Hardware - lousy!!! Once blew a PC's CD drive by fitting positive to negative even though the horse-shoe connectors were designed not to allow this and had to be forced, lol ....
[I got a new CD drive sent by saying it was faulty, always worth a try....]
Only my Art and Music IQ is below average I think....

Where have you been? All ISP's throttle, shape torrent downloads and consoles use the same method as torrents online -- a P2P system
I am stating a fact.
This is a problem and you people just laugh it
Let's not get confused... When ISP's say they don't shape they're not talking about torrents. All ISP shape torrents - Government policy

I'm on o2 BB - I run torrents at full speed (8Mbps) 24/7 - not that I use them often. I also use iPlayer with no slow down on full quality on my Sony Bravia TV. iPlayer is also based on P2P
So that blows your theory out the water in one sentence-------------------------------------------

I'm not not they throttle 24/7. Plus they also apply different methods of throttling -- sometimes they'll cap your download and sometimes they'll cap your seeding. But they do throttle.
O2 are on this list Bad ISPs - VuzeWiki
All ISP's throttle torrents - some more than others
