Still no BB connection setup after 6months

Good afternoon all, i am posting here on behalf of a work colleague who cannot access the internet for the below reason..

My colleague had sky tv fitted in and was given a date of december 6th 2010 for his internet as part of his package.
After several promised dates with no one turning up from sky he still has no internet fitted.
He is not very IT minded so when i ask specific questions he is ablank but says sky never turn up when they say they would.
This must bear some truth as sky keep giving him new dates each time.

He tried to cancel his tv with sky because of this but they pointed out it is an addon and its the TV that he is bound to by contract.
Obviously with a 12 month contract being the norm he only has 6 months left before he leaves and goes to the competitor.

Is there anyone who could help or give reason. i can give more details if needed(ill ask his girlfriend lol)
His nearest exchange will be CMSED, maybe there are problems with this exchange but for over 6 months i doubt it.

Does he have a phone line installed and working?
Did he receive a router?
If so, has he plugged it in?
If he has, what was the result?

his reply was
"Sky ay connected it yet, only the tv"

i will press him further tomorrow at work.

yes i know it will probably end up being the plug not switched on but..
if sky have told him they have not connected him i would tend to lean his way
otherwise sky would have said the problem was his end... i guess

He possibly waiting on someone to come along and plug the router in for him, which will not happen.
