Certainly this may well be the case.

I've just spent some time going through much of the document. Although it clearly states that Market 1 exchanges only have BT as the provider, I cannot find anywhere thus far which prohibits other LLU providers from installing their equipment.

For many exchanges though, I would guess that the cost of fitting their own equipment for the size of the available market, would be unprofitable at this stage.

I was trying to find the current number of Market 1 exchanges, since the figure for 2008 is in the document (3720) and I am aware that some exchanges have been updated since then.
