I would've expected to see high teens/early 20s with such a low attenuation. Having said that even after the first speed increase it might stay just as high which would be just as good

That noise margin is low as others have said
whats your first hop on a traceroute *.sky or *.easynet

As long as you are sure your internal setup is correct, I would not worry about it for the time being. I have seen cases before where with a very low attenuation, the router struggled to come to terms with the figures. I would not be surprised if your speed jumps up to 20 Mb with a still healthy noise margin. Let DLM work its magic and you may be one of the lucky ones who end up with 22-23Mb, get impatient and call Sky and you will be lucky to get 19998
