Sadly, that one can't be blamed on Tier1. Thats what we have to advise. And currently, we are advised 80% of the time not to transfer to CST at all.

And if I had a pound for every CST ticket I have found closed when a customer calls back with the words "we have reconfigured your line to the best possible speed", for pretty much EVERY issue, I'd be a lot richer.
