Just to go back to your original query, BT have plans to roll out fibre across large parts of the country, but I think they want assurances that the present system of LLU will not be applied to it. Quite rightly I think, they are unwilling to invest billions just to see other ISPs reap the benefit, as they do from BT's copper network. They want assurances that the charges will be in BT's hands and not be laid down by Ofcom. If or when they do, if you move to fibre, you should see a large increase in speed.
