Currently in process of ordering sky broadband but they are telling me that i can only get speeds of upto 512kb, now i am 2.7 miles from the exchange, is what they say likely to be true and i will infact not be able to get much more? Also they keep telling me there is a bill on my account for not having a phone line, now last october telaer came out to install sky on behalf of sky as i lived in a flat, they told me i would have to pay £25 for not havin a phone line, i paid this and sky are still saying there is a charge? any ideas?

Flats are notorious for broadband connections, some are really terrible others are OK. It just depends on how the phone wiring is done. Also if you don't yet have a phone line it is difficult to say how anyone can say exactly what your speed will be.
