A mate of mine rang sky about a slow connection which he seems to have had, did tell him not to waste his time. Anyway not surprisingly the customer rep told him that his line was being "upgraded" which I assume just means that they are testing DLM. She also said they are doing in the first 300,000 worst line, which also sounds correct. When he asked exactly what they were doing she replied "They are replacing cables".
Now replacing cables in a new one to me, it does sound like just crap from Customer services because they don't know, but is there any truth in it? It was a person from Customer solutions(tier 2).
Its rather a coincidence but from an exchange which is in the neighbouring area, they have dug up the road outside the exchange and are slowly been digging their way up, the vans are unbranded so cant tell who is exactly doing the work but might be substantial.

The trouble with customer service in a lot of ISP's is that if you ask a question which takes them away from their brief, instead of saying they don't know they will repeat what they think is right, and the customer thinks it fact.
Openreach are not replacing any cables in respect of DLM.
