To be honest you have a bit of an uphill climb.
BT offer a service agreement on their lines for voice and fax, not ADSL. All you can do is report an intermittent voice fault i.e. from time to time you have crackles and hisses on the line and it is making calls difficult. They'll investigate and with luck will find a problem. However, be prepared for them to report no fault found.

i mean sky have been helpful and did get my line back to 2500 last night but bout 2 hours later my router lost connection and simply plummeted and all day today ive been checking 192 ...etc and my highest today was 1184!

Mate Im having exactly the same sort of problems as you are. I have an attenuation of 63.5 and for last couple of years have happily been synced at around 1856kbps...... until recently. Few weeks back cable to house broke bt guy replaced it but wired up houses wrong. Another guy came out and put me back on my original cables. I was syncing at 1856kbps when he left. My router held connection no problem for 72hours at that sync until I rebooted for some reason then my sync dropped right down to 412kbps reboot again it'll go to 860kbps. Its all over the place. I thought the guy doing the wires had fixed it all. Everyone around me is at a sync of around 1800kbps. Theres something suspicious going on with sky regarding this. I dont believe by any means the the line quality.....its never happened previously on pipex. Im going to record my router stats twice a day for a week for when I get on the sky again.....its bloody annoying. Let me know bud if you have any news about why yours is doing it!!!

I'm not sure what you think Sky may have done to reduce your connection speed? They only really have one means to do that which is to cap your line. That can't be hidden from the router stats so if your stats show a reduced sync but your noise margin is around 6.9db immediately after a reboot then the issue has to be line noise. Is that so with your connection - you haven't posted your stats.
I suppose there's a small possibility that if your router firmware had changed and the problem was coincident with that then the firmware could be an issue. But according to your profiles, both you and samperry209 have V2 routers.
