You are confusing sync speed with throughput or at least not understanding what can decrease your download speeds.
Your sync is absolutely fine. Your speedtest results are not - almost certainly because you have a poor wireless connection. Despite being asked to run a test wired you've so far ignored this. Until you eliminate a wireless issue it is impossible to help you further.
