Thought I would give you an update, I don't know if I was being throttled now. I discovered a new phone was to blame, it seemed to be sucking all the juice out of my phone line installed a filter and wham bam getting full speed again. Average is Down 5400kb/s (675Kb/s) Up 377kb/s (47.1Kb/s).
I have found however that my new Netgear router doesn't like being turned off, as long as I leave it on I have no problems. As soon as I turn it on I have to reboot it using the 192.168.0.1 pages (turning it on and off doesn't work). Then wait an hour and its working as it should.
