It's unusual for G.DMT not to be capped at 8096kbps so I don't really understand why you were getting higher before. 11000kbps would be exceptional though and close to the theoretical maximum for that mode.
Your router is reporting a maximum for G.DMT of 10816kbps and 18368kbps for ADSL2+ so there's little noise on your line. The time period measured is too short to show meaningful error levels.

Well that's up to you of course but personally I wouldn't put up with it. If you can be bothered try and get through to T3 again. If you get someone who's been doing the job for a while (rather than one of the promoted T1s) then they will quickly see that a cap is in place. Late at night (such as now) is a good time to call.
