You are showing some errors and these will increase if the cap is lifted. It is up to T3 how much the cap can be lifted before your line becomes unstable. As your SNR is very high I am not sure if you can use the Moguts utility to bring it down a bit, say to 16, to see how the line reacts. Maybe one of the guys who are really clued up in this, could say if this will work. It does work reducing speed, but I am not sure if it will work in reverse, being as you are so heavily capped. In theory your line should support about 2.5 - 4 mb.
At the moment you are definitely not getting broadband so I think you have every right to complain bitterly. You may get the choice of moving to a 2 mb Base connection if your speed cannot be increased, I know another forum user was given this choice.
EDIT I meant to add the large increase in your SNR is probably due to using the test socket, it's the only thing I can think of.

Note - When downloading always select the Custom install or you will end up with stuff you don't want.
