Are you running those speed tests via ethernet cable? If so, I guess they've probably passed it on for someone to check the end bins. Do you have another router spare to rule out a router issue?

a little update... i think the issue is slowly being resolved... this morning im getting a nice stable 12Mb/s downloads:
