Throughput = The actual download speed as opposed to sync speed.
If you reboot when you are above 7 db, your speed will increase, if you reboot when it is below 7db, your speed will decrease.
If you use the DMT tool it will over-ride Sky's default of 7db. Have a play with it and see how you get on.
