No - but with most TV cards, they supply a mini-TV antenna which plugs in to the TV card. This is generally inadequate for a decent digital signal, unless you have a very strong one, but can work to get an adequate signal of sorts through an Analog Tuner. Digital (DVA/B - aka Freeview) tuners are more sensitive to decent signals (digital either obtains a transmission signal or it doesn't).
To watch Live TV over IP - Homechoice? Streambox?
a tv card with a indoor arial may work, i have my comp tv card running to the rf out on my sky, great for recording music videos, and legal too(i think)
tv cards are real cheap worth getting just to play with,
other than that there are many many streaming tv sites,
I have a USB TV device and to be honest I only really use it for recording. I also have an S-Video cable which connects to a portable next to the TV so I can occasionally view TV and watch PC at the same time. Here is a link to the device I have!

You'll probably find cheaper or even better out there! Try ebuyer.com and see what they have!
