Well something is either blocking it or you've not set it up properly :p
Try setting it up again. Below are a set of instructions I wrote for someone else. These use the port reservation feature in the router. If you've already set up a fixed IP then you can ignore that part:
- * open up utorrent and make a note of the port used for incoming connections
- * open up network connections on your PC
- * double click local area network to open it
- * click on the support tab
- * make a note of the IP address
- * log into the router
- * select LAN IP setup
- * click add under address reservation
- * choose your PC (it will have the IP address you noted)
- * click add then apply
- * select services then add custom service
- * type utorrent, select both and put the port you noted in the first box, click apply
- * select firewall rules and click add an inbound service
- * add utorrent, allow always, the IP address you noted, click apply
- * check the enable box, click apply
- * go back to utorrent, select options then speed guide
- * click test if port is forwarded properly
- * check that the message says it is set up properly
Don't forget to turn UPnP off in the router and reboot your PC before firing up Bit Comet/utorrent with the above set up.

Just want to ask about uPnP, everyone says to disable it but when i enable it my speeds jumps to over 300KB/s

It causes instability and drop outs for some people, due to an unidentified firmware issue. If it causes you no problems then leave it on. If it is on and working then you should not have needed to do all the portforwarding in the first place!
