The 2011 tariffs (which had data as a separate "Bolt On") did include tethering as part of the Bolt On's allowance.
I can't find any clear mention of it on the O2 website for the 2012 tariffs.
What phone do you have? What tariff?

I'm on Orange at the moment but out of contract in a month so looking at options. The £26pm O2 for unlimited texts and mins with 1Gb of data looked a good deal but I cant find anything about tethering.
Vodafone now includes tethering as standard. Three is either free or £5pm dependent on tariff. Orange is fiver, but they're tariff is expensive.
If I had to guess, I'd say that it does include it. O2's pre-2011 tariffs never included tethering, and you had to have a separate Bolt On just for tethering. But, when the tariffs changed last year and the data allowance was separated into a Data Bolt On, the tethering was actually included in that.
For 2012, O2 seems to have gone back to having the data allowance within the actual tariff, instead of a Bolt On, but I can't see anything about a separate tethering Bolt On.
Ah, actually, it seems that the data allowance is still done as a separate Bolt On as with the 2011 tariffs, it's just not as clear as it used to be as it's added automatically.

It's so unclear. I can find this article from May 2011, but whether that still applies is anyone's guess

Does tethering cost extra?
Not a penny! If you opt for one of our latest Pay Monthly tariffs with 500MB or 1GB of data, tethering is free. That means you can use your data allowance in the way that best suits you.
