it was on one of the posts here it allows you to open more ports up which MS throttles

Dont know anything about blackice, but you may want to try this website , http://mywebpages.comcast.net/SupportCD/index.html, go to optimize xp and scroll down to sp2 tcp slowdown fix and follow the instructions.I followed all the steps in this guide and found it improved my laptops performance considerably
