Because it would ask you for a pin and if no line was connected you would not be able to book only via phone call to Sky.

If a customer wishes to have their stb connected to the phone line at the time of install that's not a problem but a large percentage of customers today have internet access and all connectivity is carried out via wireless connection.
Its not part of the T&C now to have a phone line connected but customers whom had their install carried out before this date must have a line according to their T&C at the time of their contract.Disclaimer: The views expressed here are my own and in no way represent the views or policies of my employer.

FYI, engineers no longer leave contact details for themselves following changes made to their incentive scheme.
Already answered. Didn't read far enough ahead.
AFAIK the Sky+HD boxes no longer call back on the phone line and only do it on broadband connection if present. If not present then IPPV, Sky Store, catch-up, on-demand and Sky Active will not be available.Please note the views and recommendations in my posts are my own and in no way reflect the views of Sky

I don't think that sky were ever particularly strict about enforcing the phone line rule anyway, apart from multiscreen boxes of course.
When i signed up for tv in 2008 i payed a £25 'no phone line fee' because we were using just mobiles at the time.

They used to be for anyone with a Multi-Room subscription. Occasionally someone would complain about receiving a bill almost twice their correct going rate.
With something like 7m+ Sky+ HD & SkyHD STBs now connected to the Internet, it's good that Sky changed their policy sometime back.
The Interactive Services have also been improved. As broadband speeds are better than dial-up, more can be sent across.
P.S. Yes I know that it's now called Multiscreen, but back then it was Multi-Room
