Ok Try ordering a phone line from BT at "http://www.productsandservices.bt.com/products/landline/new-landline" Follow ordering link and when you get option for is there an existing line select No and you will be asked for your postcode and email address. Just give postcode and click continue. You will be presented with a list of addresses. If yours is there select it and you should get a please wait message. See if it then would allow you to proceed with your order.

The builders should have registered the address when it was being built. If they fail to do this then you won't have and services such as electric, gas and water. It will also need to be registered with the local council for Council Tax purposes.

Ouch!
Just in case, I'd recommend that the OP takes a photo of the meters when he gets the keys then.
Also quickly arrange for a chosen supplier for the different services.

Is it Pacnam or Pacman? Jane does not seem to be sure. I can find no reference to either on Google, or BTS systems either for that matter. Going by this -
This is where the problems begin, after phoning an number of times and been given different reasons why my address is not on the open reach system, I was finally told by an advisor to phone BT to see if they could find my address. Unsurprisingly they can and were ready to provide me with the service.

Openreach's Name and Address Database (NAD) is updated quarterly using the Royal Mail Postcode and Address File (PAF). BT can raise an order for a new line using a bronze key enabling BT to raise orders for telephone lines in site offices etc. Unfortunately Sky's ordering system does not have this facility.
A bronze key is an unknown address or greenfield site that’s not recognised by the NAD or the PAF.
