      Its all unfortunately down to the way they put the multiplexes together. Statistical Multiplexing allows many channels to share bandwidth, and statistically it relies on the channels showing different things at any one time, and some channels requiring higher bit rates whilst others dont require as much. The available space is shared. But when its the same thing on a number of channels within the multiplex like with multiple ITV's showing demanding football content then you get the results you are all seeing.

      I know they statistically multiplex Freeview but do they do the same for satellite where the bandwidth is much higher?

      Yep, more bandwidth but why waste it by not stat muxing. More channels makes statistical multiplexing work better as long as theres enough bandwidth.
      More channels in the satellite 34Mb/s muxes, but Mux A on DTT packs them in into its 24Mb/s.
