OK - the fact that your Line Attenuation is 60.0db to me means that you are on about the best that you could possibly hope to achieve. Effectively it means either that you are a long way from the exchange or the telephone line from the exchange to your house is going around the UK before it gets to you. Sky are not really short changing you on speed.
Although you are on Mid, which is upto 8mb - the emphasis is on upto
You could try from the test socket to see if it makes any difference to the 60.0db (the lower that figure the better)

Right time to get cracking.
You have a Line ATT of 60.0 DB (This is the length of your line).
Now with a Line ATT of 60 the max you should be looking for is about 3.2Meg. Your just under that so you are basically syncing at the max of your lines ability.
You could try a couple of things to increase the speed and get a better connection.
Try your Test socket behind the master socket (first socket to enter the premise) this can rule out any internal wiring.

I know that I am the best that I can possibly achieve because I've set it up that way, there is nothing more I can do, only Sky can, what I'm angry about is how I was on the phone with them for almost 2 hours and nothing has been done.
I am playing on UK servers, so if this is the best I can achieve then pardon me but Sky has a lot to improve.

If you are on about the pings for games, that is a different thing altogether and nothing to do with your sync speed. You need to get your Max_Delay lowered, which is an art in itself.

Yes I have had a look at that thread, that's what I was trying to get done over the phone, apparently it was like speaking japanese to a english person.

I understand your annoyed with Tier 1. Trust me your not the only one
. Unless you move closer to the exchange there is no way you can get a faster speed.
I've found that drooping Sky an e-mail is usually less pain.
Now you say you have bad pings?
You need to drop Sky and e-mail telling them to lower your max delays.
