I emailed Sky last week requesting my Max Delays be reduced. The same evening I got an email back saying the request was being forwarded to the CST (tier2/3) and that they should be changed within 48 hours, and they were. Perhaps your approach is at fault here? Try requesting for your Max delays to be reduced to 8, rather than demanding to be put through to the CST.
