To be fair if you had asked me the question this time last year, I might have agreed with you as I didn't know back then either.
The logic behind the process is to prevent people from getting a multi-room subscription and either 'rent' the 2nd STB to a friend or family member at a fraction of the correct cost or take it abroad.
