Was the 4.5Mb speed that you had before taken from the router or a speed test?

Judging by your attenuation you are pretty much at your max.

The 4.5mb was from the router and also the information from a download,as I'm aware the speed test sites are unreliable,I'm still puzzled why I once could have 4.5mb bit now only 3mb,and thanks for the quick reply

The most likely explanation is that you have a line fault.

Do you remember what your attenuation used to be?

Have you noticed any noise on your landline?

If you phone is with sky then they can run a line test to find out.

If it has happened over time though it could be line deterioration.

You might get lucky and get me lol.

Just ask them to run an openreach line test.

You might want to try the test socket as well, you will be asked anyway.

If you are going to tr the test socket can you post the stats for comparison.

You should ask them to increase your upload, there is a lot of room for improvement there. That alone can improve your broadband experience.
