      Browser and window problem

Can someone please help me with the following problem:

When i click onto something on a web page, instead of taking me straight there, it opens under a new tab with the original page still in front of me.

When i try to scroll down on a page, using the mouse wheel, the page just gets smaller or bigger.

Any help would be much appreciated as i can't work out what i have done wrong.
