Assuming you have an NTE5, are there wires connected to the faceplate? When you remove the faceplate are the sockets downstairs dead?

you might have to reset router as sometimes after losing connection it becomes stuck/frozen aslo when looks at your stats important what the noise margins are doing if you see them changing alot then its interference from alarm

What happened is the alarm guy wired the main socket so the 2 downstair sockets became live. and downstairs he wired the alarm to one of the dowenstaiors sockets, I disconnected the wiring upstairs and just left the upsatirs one wired and internet works fine. I assume he has to filter downstairs line then?

If you have disconnected the alarm you should be hearing from the alarm company. What I would advise is fitting a filtered faceplate to the socket you are using upstairs as this seems to be your main socket. You could then reconnect the downstairs sockets without effecting your broadband. The current best recommendation is the VDSL type which works extremely well with ADSL. It is expensive but well worth the money. - BT/Openreach VDSL/ADSL Premium Faceplate - VDSL I Plate
