      I am afraid there seems to be a corruption in your installation. The only thing I can think of now is to run a Winsock repair tool. To do that, go here and download the tool -
      Download WinSockFix 1.1.0.13 Free - WinSockFix - A free Winsock/Tcp repair utility - Softpedia

      The tool is very safe to use, but take the option to back up your registry just in case. Read the info on it before you run it and follow the instructions exactly.

      It looks like your OS may have to be reinstalled or repaired at best. If you have a full Vista install disk you cn boot from it a run a Repair install which will fix the system but leave your data intact.

      If you have to take it into a repair shop, make sure you save off your data first, as they may over write it.

      I cant find an install disk. I cant really afford to take it to a shop. Do you think if I save my photos and documents to a disc then did a system recovery that would solve it?
      What confuses me is that it says the network adapter is working properly and the driver is up to date.

      Although your adapter appears to be working properly the error message you get "make sure your internet protocol bindings are correct", suggests there is some deeper cause to the problem. I think if I were you I would bite the bullet and reinstall after saving all your personal data. Most PCs can do with a reinstall every few months to keep everything running smoothly, so you will get another gain by having a nice clean machine.
